There is a new funding call from the BAV "charging infrastructure on site" from 12.04.2021! In our new blog article, we show you what is funded and what you should consider.

 

The success of electromobility depends above all on the development of a demand-oriented, comprehensive and user-friendly charging infrastructure network. After all, if a sufficient number of charging stations are available in public spaces, electric vehicles become much more attractive. A funding programme of the Federal Agency for Administrative Services (BAV) supports interested municipal associations as well as small and medium-sized enterprises in this regard. Many companies ask themselves the same questions. We give you the answers and show you what is funded and what is important when applying.

WHAT IS FUNDED?

The Federal Ministry of Transport and Digital Infrastructure, whose business area also includes BAV, regularly promotes the nationwide expansion of the charging infrastructure for electric vehicles. So far, there have been six calls for funding. The sixth call for applications ended on 22 July 2020. Now the BAV has launched a seventh funding call "Charging infrastructure on site" with a funding volume of 300 million euros.

The object of the funding is expenditure for the initial procurement and construction of publicly accessible charging infrastructure with at least one permanently installed charging point, including the necessary grid connection. The application process began on 12.04.2021 and is possible up to and including 31.12.2021. However, you must note that the so-called first come, first served procedure applies. This means that the order of applications is decisive. So it is best to be quick and submit your application for funding as early as possible.

GOAL OF THE CALL FOR FUNDING

The aim is to expand the availability of public charging infrastructure and to promote and optimise charging at attractive everyday locations, such as (retail) trade establishments, restaurants or leisure facilities. The call for funding is specifically aimed at companies in the retail and hotel and catering sectors in Germany. These enterprises are particularly affected by the pandemic and make up a large proportion of small and medium-sized enterprises (SMEs) in Germany. Therefore, this funding call also represents substantial funding, without which the SMEs would not be able to invest in charging infrastructure due to the pandemic setbacks. Moreover, it is precisely these companies that represent the perfect opportunity for publicly accessible charging infrastructure due to the large number of parking spaces. The call for funding also includes mandatory green electricity, i.e. that the electricity for the charging stations is generated from renewable energy sources. Only then is electric mobility truly climate-friendly.

WHAT IS PUBLIC SPACE?

As already mentioned, funding is only granted for charging points that are installed and operated in public spaces. Until now, this meant that a charging pole had to be accessible 24 hours a day (24/7). Now it is also possible to subsidise charging points that are only accessible for 12 hours on weekdays, i.e. Monday to Saturday (12/6). In this case, however, the respective applicable maximum subsidy quotas and amounts are reduced to half. If you have a publicly accessible car park on your company premises or a certain part of the premises may be used by anyone, you are already eligible for funding. Even if the charging points are basically intended for your employees, other electric car drivers can also use your infrastructure.

WHICH EXPENSES ARE SUPPORTED?

Eligible to apply under the funding call are natural persons, regional authorities and companies, provided they can be defined as SMEs. We have listed the expenses here in a checklist for you.

WHAT IS EXCLUDED FROM FUNDING?

Your own personnel costs, ongoing operating costs and planning and approval services are not eligible. Advertising measures that you are planning on the basis of your new charging infrastructure are also excluded from the funding. PREREQUISITES FOR THE PROMOTION OF THE CHARGING INFRASTRUCTURE

HOW DO YOU APPLY FOR FUNDING?

All information about the application and approval process can be found on the homepage of the Federal Agency for Administrative Services (BAV). Applications must be submitted within the deadline of 31.12.2021 via the easy-Online electric application portal.

WHAT HAPPENS AFTER THE APPLICATION HAS BEEN SUBMITTED?

If the funding is approved, you have until 31.12.2022 to implement your project. You must provide a complete proof of use by 31.01.2023 at the latest. Once this has been checked, you will receive your money. Please note that a successful funding decision is accompanied by a six-year earmarking period. The infrastructure must be operated and maintained properly for the entire period and semi-annual reports must be prepared.

WHAT USE CASES ALREADY EXIST AS A RESULT OF THE LAST FUNDING CALLS?

Municipalities in particular have taken advantage of the funding for their charging stations so far. But the financial support of the Federal Ministry of Transport and Digital Infrastructure is also popular in the private sector. A large proportion of the companies that have charging infrastructure subsidised have public space on company-owned property from the outset. These include hotels and shopping centres, for example. In addition, more and more supermarkets are also taking advantage of the promotion. Often, the impetus for the corresponding charging infrastructure comes from customers of the companies. Even if the demand does not primarily come from the company, charging points can be used as an image factor in these cases.

ARE THERE ANY EXAMPLES OF COMPANIES IN DRESDEN THAT HAVE ALREADY SET UP A PUBLIC CHARGING POINT THEMSELVES?

Yes! One example would be the Felsenkeller in Dresden-Plauen. The commercial area with history currently offers space to 79 tenants - from scooter shops and consulting agencies to the particle accelerator of the Helmholtz Centre. The conveniently and beautifully located area has been taking its first steps towards green mobility since March 2020. Since then, you can find a charging station, an e-Golf and a professionally used electro-scooter at the address Am Eiswurmlager. The charging station has been in operation since March, and the property management and operators of the charging station are now hoping for a lively response. If the usage figures are right, the alternative mobility services will be further expanded. "We think that in the near future our tenants will increasingly rely on electric mobility, as it is made easy for them and their employees with the electric charging station on site," explains head of administration Joachim Bijick.
